A Global-Standard Meta-Model for India's Incubation Ecosystem

Incubator of Incubators

India doesn't lack incubators. It lacks a layer above them — one that treats the incubator itself as the unit of care. IOI onboards, strengthens and channels shared resources through incubators, so the startups inside every one of them are better served. Built on the same network-of-networks logic used by the world's most effective incubation ecosystems, engineered for India's scale. The aim: 100 incubators onboarded, empowering 10,000 startups across India.

// Engineered to Global Practice

Built to International Standard, Sized for India

IOI is engineered around the same network-of-networks logic that powers the world's most effective incubation ecosystems — a central body that sets one shared readiness standard, pools capital and mentorship at scale, and governs by transparent, published data, while every member incubator keeps its own identity, sector focus and founder relationships. What changes for an incubator is what it can now offer its founders — never who runs its programme.

// Why IOI Exists

Built for the Incubator, Not Around It

Santosh Talaghatti spent real time engaging incubators directly, looking for genuine ecosystem partnership. Most gave no systematic pathway at all; a few responded only by asking Quantum World Ventures to fold into their own ecosystem without it ever converting into real support, and in at least one case a mentor asked to be paid for an hour of discussion. That experience, and independent work across several incubation models since, led to one conclusion: most startups — with a few genuine exceptions — never receive the support an ecosystem promises, and when they do, it often comes wrapped in conditions. IOI is the direct answer: research-oriented, entrepreneurship-oriented, prototype-oriented incubation, with the incubator itself as the unit IOI serves.

Founder and mentor working through an incubation model

What Most Programmes Build

  • Mentorship for one founder at a time
  • A pitch deck reviewed once before demo day
  • One incubator chasing a handful of angels alone

What IOI Builds Instead

  • A shared, vetted mentor and trainer bench every onboarded incubator can draw on
  • A standing pitch-deck clinic-as-a-service, plugged into any incubator's cohort
  • One pooled, syndicated angel and seed network shared across all 100 incubators
The IOI Architecture

A Model of Models — Three Layers

IOI operates at Layer 0 and manages Layer 1 directly. Layer 2 is never managed directly — it is served only through the strength of Layer 1.

LAYER 0

IOI Nucleus — Node Zero

Quantum World Ventures, through the Quantum Deeptech Incubation Centre, sets the onboarding rubric, owns the shared-services layer, curates the capital network, and runs the dashboard.

LAYER 1

The Member Network

AICs, college TBIs / E-Cells, and sector or private incubators — onboarded, dashboarded, and given shared services and capital access, in exchange for reporting cohort data back to IOI.

LAYER 2

Startups, Served Indirectly

The startups inside each member incubator. IOI never onboards a startup directly — benefit flows down through a stronger, better-resourced incubator.

Six Pillars of Incubator Support

What Every Onboarded Incubator Receives

01

Onboarding & Readiness Standardization

A single intake rubric and a Bronze–Silver–Gold–Platinum tiering, so incubators at any maturity level are onboarded on day one.

02

Growth & Health Dashboard

A live dashboard tracking cohort throughput, survival rate, capital raised, mentor utilisation, and a monthly "what's blocking us" field.

03

Shared Services & Enablement

A pitch-deck clinic, a soft-skills trainer pool, and a legal/IP/compliance template library — built once, licensed to every member.

04

Capital & Angel Channelization

One pooled, syndicated angel and seed network with a shared deal-flow calendar, instead of each incubator negotiating alone.

05

Manager & Staff Capacity Building

A training-of-trainers track for incubation managers, with a certified "IOI Incubator Manager" credential.

06

College / University Track

A fast-track onboarding path for college TBIs and E-Cells, with a curriculum-integration playbook and an escalation pathway to AIC status.

Five Flagship Programs

What We Actually Run, Not Just Promise

Every onboarded incubator gets access to five standing programs — built once by IOI, delivered on a shared calendar, so no single incubator has to build any of these alone.

Startup founders practising pitch presentation skills PROGRAM 01

Soft Skills & Pitch Mastery for Startups

Communication, storytelling and investor-readiness training for founders — including hands-on pitch-deck construction, narrative structuring, and live rehearsal before every demo day.

Incubation managers in a change-management and capacity-building workshop PROGRAM 02

Change Management for Incubation Managers

A training-of-trainers track for the people who run incubators — how to redesign processes, manage cohort growth, and scale an ecosystem without losing quality, leading to the certified "IOI Incubator Manager" credential.

Founders networking at an IOI conference PROGRAM 03

Founders' Networking & Conferences

A standing calendar of cross-incubator meetups, demo days and conferences, so founders build peer relationships and visibility well beyond their own incubator's four walls.

Legal, IP and compliance documentation for startups PROGRAM 04

Legal, IP & Compliance Clinic

A shared template library and on-call review for incorporation, IP filing, cap tables and regulatory compliance — so no founder signs away equity or misses a filing for want of a lawyer.

Founders presenting to a panel of investors PROGRAM 05

Capital Readiness & Investor Access

Term-sheet literacy, valuation basics and structured warm introductions into the pooled, syndicated angel and seed network shared across every member incubator.

// How This Benefits You

What Changes the Day You Join

If You Run an Incubator

  • A ready-made mentor bench and pitch-deck clinic, without hiring or building either
  • Access to a pooled angel/seed network instead of chasing capital alone
  • A public readiness tier (Bronze–Platinum) that signals credibility to funders and government
  • A certified manager-training pathway for your own staff

If You're a Startup

  • Support that doesn't disappear once your incubator's own budget runs out
  • Direct access to soft-skills, legal and investor-readiness programs, wherever you're incubated
  • A peer network of founders across 100 incubators, not just your own cohort
  • A single, transparent registration — no hidden conditions, no pay-to-talk mentors
The 90-Day Roadmap

From Onboarding to a Governed Network

DAYS 1–30

Onboard & Publish

Onboard 100 incubators; publish v1 of the onboarding rubric, MOU template and dashboard; activate the shared-services calendar.

DAYS 31–60

Report & Certify

First network-wide pulse report and cross-incubator demo day; certify the first batch of IOI Incubator Managers; open the college-track escalation pathway.

DAYS 61–90

Tier & Expand

Publish the first tiering review; formalise the pooled angel/seed syndicate; open applications for the next 150-incubator wave.

Node Zero

Quantum World Ventures Is Node Zero for This Network

Not another incubator competing for the same founders — the layer above the incubators, built to make every one of them stronger. Register below to join the network, as an incubator or as a startup.

Register Your Incubator or Startup

One registration flow, two tracks. Every submission is reviewed personally by our team.

Not sure which tab? If you run a programme that supports multiple founders, register as an Incubator. If you're a single founding team, use the Startup tab instead — your application is reviewed and routed to the right IOI member incubator, whether or not you're already registering under our Incubator track.

Track 1 — For Incubators

Register Your Incubator

AICs, college TBIs / E-Cells, and private or sector incubators — all tiers welcome, from brand-new to established. Startups may also register here on behalf of an incubator they represent.

Our team reviews every registration personally. Questions first? Email info@quantumworld.in

Registration Received

Thank you for stepping forward. Our team will personally review your incubator's profile and be in touch about onboarding into the IOI network.

Track 2 — For Startups

Register Your Startup

Whether or not you're already inside an incubator, tell us about what you're building — we'll route you toward the right member incubator or programme under IOI.
